The langpacks are available here : 
http://kompozer.sourceforge.net/l10n/langpacks/ . The zh-TW in this 
directory contains the the toolkit files from Mozilla repository (gecko 
1.8.1) and the files from KompoZer 0.7. So, several string are missing 
in it.

The schedule for 0.8 is around November/December : no firm date right now.
