[L10n] l10n how-to

The first draft of the l10n how-to is here:

It needs to be updated:

    * s/newsgroup/mailing-list/
    * e-mail should be obsolete, to be removed
    * the FTP directories should be corrected

I don’t know if we can set up a read-only FTP access for l10n 
contributors, but I doubt it. I think SourceForge.net doesn’t provide 
any index for http directories, which means we’ll probably have to use a 
PHP script for that.

I think some additions to this how-to could be considered:

    * in the “translating KompoZer” section, we could add a 3rd
      subsection, e.g. “translate it the way you want and send us the JAR”
    * before the “different types of files”, another section explaining
      how XPIs are zipped could be handy


Any thoughts?
